found an interesting little tidbit on the internet on how to actually get
an error code when troubleshooting vista dialup:
---------------------
When trying to connect with a dial-up network connection, Windows Vista
does not give any indication as to why the connection had failed. Follow
these steps to find out what is causing the failed connection:
-Go to the Start Menu.
-Go to Connect To.
-Click on Setup a Connection or Network.
-Select Connect to the Internet.
-Select to change an existing connection.
-Select the connection to troubleshoot.
This will prompt to try and connect like the normal way, but if it fails
it will give details on why the connection failed.

Subject: Re: how to get dial up errors in vista.

To get dial-up and broadband connection errors, you have to go to:
Start -> Control Panel -> Classic View -> Network and sharing center ->
Manage network connections -> Right click their dial-up connection ->
Connect

Or instead, choose to create a shortcut (SC) and save it will save it to
the desktop and have them connect via the SC.
