According to Microsoft, old versions of some anti-virus programs (such as McAfee) can cause this problem when you upgrade to IE7. Microsoft's solution is to first uninstall the old anti-virus program and install an updated version.
If the customer has an HP computer, then webhelper.dll in an HP computer is part of the HP Internet Connection helper plug-in. You should be able to stop it from running by opening Internet Explorer, go to Tools, Manage Add-ons, find webhelper and choose Disable. If that does not work, uninstall their old anti-virus program.
